I bought a used boat that had these scupppers. Unfortunately they were old and had broken down, partially to lack of use and maintenance. To replace them was difficult and costly due to the rubber pipes being old and hard and also having to be replaced. Something to consider when buying a boat with these scuppers. They are inserted on the inside of the pipe just before the through hull fittling. But once they were installed they worked very well. Got a little water in the boat when putting it into the water, but once we were underway the water disappeared and never came back.
